Charlotte Pudding (PRB02-010)
This cute Pudding card from The Best Vol. 2 is what I like to call a "double summon" card. At first glance the cost for the attack power you get seems like it drags this card down but if you reverse the cost for the character you summon with her effect then it's like she's a free 5000 body on your field. Now, if you can't play a 8000 power character with her effect and have to play someone much weaker then yes, the trade-off isn't as worth it.
In addition to the extra summon you get, she will also let you draw 2 cards, which would all of a sudden turn her into an excellent card, however you also have to go minus 2 DON!! which is annoying. This is linked for you to meet her effect condition; that is for your opponent to have at least 6 or more DON!! than you. Even so, I still don't like it.
What balances this card the most is that she'll only work with Big Mom Pirate leaders so that automatically takes her out of staple card territory. With the rotation the Big Mom Pirates lost many of their best cards anyway and that includes some excellent targets to get the most out of her effect. Still, a very good addition in Purple Big Mom decks.

Rebecca (OP05-091)
Regarded as one of the most overpowered one piece cards a few years ago, even back then I was of the opinion that this was an excellent card but not ban-worthy in the slightest. Now that cards are getting stronger and stronger nobody even thinks of this card as a menace but indeed, some people at one point thought this card should have been banned in order for OP06 Moria to get checked. This is only past history now.
If you have any reasonable experience with Yugioh you'd instantly know this is great card since it gives you that Junk Synchron bonus. Not only do you get a card back but you get to play it on your field. Her effect is worded in a way that does give her some limitations with the cards you can get back but you can work with her very easily for the most part. What's more, you can recover a card from the trash and play a different card from the hand anyway, adding to the flexibility of her effect.
The only true downside is the 0 attack power. Now, I should mention she's also a Blocker with this great recovery effect so this was a way to make sure she herself would unlikely be an offensive threat ever, and it also makes her easy prey to removal effects that remove based on power instead of cost. If she had at least 2000 power then she'd be a perfect card like Marco by my standards.
Also unlike Marco, you do have some conditions to meet for her effect which you have to take into account when deck building. She still makes it close though, and is a very useful card that nearly makes it as black staple in many black decks.
